    JIRSEA (Journal of Institutional Research South East Asia) is sponsored by SEAAIR (South East Asian Association for Institutional Research) as an international affiliated organization of AIR (Association for Institutional Research) and has been publishing its journal since 2002.



    EDITORIAL POLICIES, PROCEDURES, and PUBLICATION ETHICS



    JIRSEA: AIM and PURPOSE

    JIRSEA aims to provide an intellectual and academic research platform in Institutional Research and Higher Education teaching, learning & research, teaching technologies and pedagogies, quality assurance and governance practices & protocols for practitioners and academics. It also aims to provide the platform for its ASEAN and Asian + partners to learn, share and strengthen academic exchanges that is boundaryless.

    JIRSEA: SUBMISSION OF MANUSCRIPTS

    Authors and contributors to the Journal should prepare manuscripts in accordance with these general and COPE Publications Ethics guidelines. These guidelines are designed to standardize the process of preparing the journal for publication. Failure to follow them may result in papers being delayed, and/or rejected.

    JIRSEA considers all manuscripts on the condition that

    1. They are original, use non-discriminatory language and is not under consideration for publication elsewhere or published already;
    2. If the manuscript is accepted for publication, copyright is transferred to the Journal.

    JIRSEA: PUBLISHING POLICY

    JIRSEA is published electronically on a biannual basis that the first issue (No. 1) within a given volumn is released in May/June and the second issue (No. 2) in September/October annually. Original research papers pertaining to institutional research and tertiary education aspects will be considered.

    All papers undergo two stages of reviews of (a) preliminary review that is aimed at strengthening or addressing missing research components and once it passes this stage, it will be considered for; (b) double blind reviews that is refereed by two independent persons and evaluated according to:

    1. Significance in contributing new knowledge.
    2. Research Technical Quality in-depth adequacy addressing key research components of Literature reviews synthesis & analysis, research model with identified variables/constructs and measures & methodology; statistical analysis & discussions; implications, recommendations & conclusions based on findings and referencing.
    3. Appropriateness for the Journal with Clarity of presentation.

    JIRSEA: REPOSITORY POLICY

    JIRSEA has a policy allowing authors to deposit versions of their work in an institutional or other repository of their choice.

    JIRSEA: PUBLICATION FEES

    JIRSEA does not charge any processing and publication fees for all submitted and published manuscripts.

    JIRSEA is a public domain open access journal with copyrighted materials transferred from authors to SEAAIR. However, it allows the authors to use it for personal or academic purposes from the open access aspects of JIRSEA. JIRSEA does not have a licensing agreement with any parties as it is owned by SEAAIR that allows for readers and researchers to use the content fully for legal academic purposes.

    JIRSEA: OPEN ACCESS POLICY

    JIRSEA is committed to its Open Access Practices to all parties who wishes to download any of the published papers for academic or scholastics use only from this web page. All downloads must subscribe to JIRSEA's commitment to intellectual proprietary citations and referencing as per COPE Publication Ethics.

     

    JIRSEA: PUBLICATION ETHICS PRACTICES AND PROTOCOLS

    JIRSEA has always upheld publishing and reviewing ethics that promotes and practices integrity in scholarly research and its publication. In line with this ethical direction, JIRSEA subscribe to the international COPE Committee on Publication Ethics. To achieve a high-level publication ethics, JIRSEA espouses the 10 COPE Core Practices. When faced with cases of misconduct, the COPE Publication Ethics FLOWCHARTS systematically guides the mitigation processes addressed. JIRSEA Publication Ethics is also guided by the Council of Scientific Editors (2018). Basic Publication Ethics guiding principles that authors/researchers, peer reviewers and editor/editorial board must adhere:

    JIRSEA: CONFLICT OF INTEREST

    JIRSEA strives to maintain the highest standards of integrity. This is to ensure that the contributors, reviewers, and JIRSEA Editorial Board, and SEAAIR administrators are highly confident of our commitment to JIRSEA publication ethics and avoidance of potential conflicts of interest. In upholding the non-conflict of interest principles, all authors' and reviewers' names & affiliations are kept confidential during submission and reviews processes. All submissions by all potential authors and assignments of reviewers in double-blind reviews are scrutinized by the Editor to avoid country, gender, institutions or disciplines bias and discriminatory practices that are completely avoided. While JIRSEA does not request for "The Author(s) or Reviewer (s) declaration (s) of non-conflict of interest", if there are potential conflicts of interest, we highly encourage each author or reviewer to identify and declare such in their submission(s) or review(s) to avoid any future investigations by JIRSEA. JIRSEA considers that the potential or actual conflict of interest exists when commitments and obligations are likely to be compromised by the nominator(s)' other material interests, or relationships (especially economic), particularly if those interests or commitments are not disclosed. Any conflict of interest issues is dealt with according to JIRSEA subscription to COPE guidelines and practices, and reported to JIRSEA Editorial Board and SEAAIR Executive Committee.

     

    JIRSEA: COMPLAINT PROCESS

    All complaints are submitted to the Editor who will address these complaints according to international journal publication practices and according to JIRSEA subscription to COPE guidelines and practices. All major complaints are reported to the JIRSEA Editorial Board and SEAAIR Executive Committee when resolved. The actions and decisions of the Editor about complaints are guided by the JIRSEA Editorial Board and SEAAIR Executive Committee and as publicized on the JIRSEA website.

     

    JIRSEA: ALLEGATIONS OF MISCONDUCT

    All allegations of misconduct or actual misconduct are submitted or reported to the Editor who will address these allegations or actual misconduct according to international journal publication practices and according to JIRSEA subscription to COPE guidelines and practices. All such allegations or actual misconduct are reported to the JIRSEA Editorial Board and SEAAIR Executive Committee. The actions and decisions of the Editor concerning misconduct are guided by the JIRSEA Editorial Board and SEAAIR Executive Committee and as publicized on the JIRSEA website.

     

    JIRSEA: EDITORIAL TEAM

    JIRSEA, being a completely non-funded journal does not maintain an Editorial team. The day-to-day management of JIRSEA like submissions, Preliminary Reviews (PR), Double-Blind (DB) reviews, relationship & communication management with authors and reviewers, context and content updating of the journal website, formatting, and publishing of final JIRSEA Issues are by the voluntary services of the Editor. For the reviews, the reviewers are appointed and assigned by the Editor to a team of academic experts from the SEAAIR Executive Committee from across the ASEAN, Asia, and Australiasian and US, regions, and are considered the voluntary Editorial Team.

     

    JIRSEA: SUBMISSION OF TYPESCRIPTS

    Please ensure that the all submissions follow the JIRSEA guidelines of: (a) paper guidelines; (b) forms and formatting; and (c) citations and referencs. Papers that do not follow the JIRSEA guidelines will not be considered.
